On Friday, the American Association of State Highway and Transportation Officials (AASHTO) released a letter and supplemental document, which asked the US Department of Transportation to weaken their guidance on accommodating bicyclists and pedestrians. The supplemental document, submitted as part of a formal review of regulations, asks that the Federal Highway Administration (FHWA) withdraw their guidance on the meaning of “due consideration” of bicyclists and pedestrians to make it easier for states to ignore the needs of non-motorized travelers. AASHTO prefers the weaker “consider where appropriate” to allow states to avoid having to justify failure to accommodate bicycling and walking. This request is misguided. At a time when cities are building entire bicycling networks for the cost of one mile of urban four-lane freeway, bike projects are putting people to work, and benefiting business, this is not the time to move backwards. When more and more states – 23 and counting – are embracing Complete Streets policies, AASHTO should be a leading voice in shaping holistic and comprehensive transportation systems, not resisting them. In fact, AASHTO’s own 12 year-old Bicycle Guide, due to be up dated this year, says that bicyclists and pedestrians can be expected on any roadway they are legally allowed to operate and therefore should be accommodated.

Traffic Skills 101 Course

Treasure Valley Cycling Alliance and Nampa Bicycle and Pedestrian Citizens Advisory are conducting a cycling traffic skills course this Saturday in Nampa. If you ride your bike on streets, this course is invaluable. More information below.

Bicycle Driver's 101 Course
Saturday, March 26, 2011
8:45 a.m. - 5:00 p.m.
Cost: $20 (pay the day of class)
Location: Wiley Learning Center, Room 113 on the Northwest Nazarene University Campus. (link to campus map and driving directions)

Bring your bicycle, helmet, lunch (or money for Subway, Wendy's, Taco John's) and registration fee.

If you have never taken a course with the League of American Bicyclists - this is a great place to start. Whether you are a seasoned rider, a newcomer, or in between, this course has something for you. Topics include Idaho law, handling tricky traffic situations, basic bicycle mechanics, and emergency maneuvers. Driver's 101 will increase your confidence so that you can enjoy your ride and it will make you a better ambassador for bicycling in our community.

The morning and early afternoon will consist of in-class lectures, discussions, quizzes, and demonstrations. The last 3-4 hours of the day will be spent on the bike learning emergency maneuvers in the parking lot and practicing on the street during a brief road ride.

Course instructors are certified and insured by the League of American Bicyclists.
